2. Сигнал попадает в закрытую очередь администратора и не отображается публично.
3. Adminистратор получает уведомление на почту, проверяет материал, при необходимости передаёт сведения правоохранительным органам.
4. Только после проверки и подтверждения информация может быть опубликована в карте.
Управление сайтом: вход администратора, загрузка фото, добавление материалов, одобрение архива и удаление локальных записей. Внешний посетитель видит сайт только в режиме просмотра.
Chief administrator: full access. Can approve, reject, publish, delete, lock records, and change access credentials.
Assistant 2 and Assistant 3: limited access. They can add information, upload photos/documents and edit drafts that have not yet been locked by the chief administrator.
After chief confirmation: assistants cannot delete or change the confirmed record. They can only add a supplement, a new photo, or a new document into the review queue.
Email notifications: uploads and anonymous tips are prepared for server-side notification to the chief administrator.
Only the chief administrator can change logins, passwords and notification email.
